जबकि दिल्ली सरकार का प्रस्ताव अकुशल श्रेणी में 14842 रुपये का रखा गया था. इस बैठक में भी आपसी सहमति न बनने के चलते लेबर कमिश्नर श्री विवेक पांडे जो कि सलाहकार बोर्ड के चेयरमैन ने दिल्ली सरकार के द्वारा प्रस्तावित न्यूनतम वेतन को वोट के लिए रखा.
इस पर श्रम विभाग, दिल्ली सरकार के प्रस्ताव के पक्ष में 17 मत पड़े, जबकि विपक्ष में 9 मत पड़े. मजदूरों की ओर से आईएलसी 1957 व रपटाकोस केस 1991 में सुप्रीम कोर्ट द्वारा दिए गए फॉर्मूले पर आधारित वेतन की सही गणना करने के लिए श्रम आयुक्त महोदय को जोर देकर मकान का किराये के मद में राशि को बढ़ाने की प्रस्ताव रखा गया.
